Breaking! 6 Categories of Chinese Exported Goods Hit by High Anti – Dumping and Countervailing Duties in the US, Trade Challenges Escalate

Recently, the US has been continuously tightening its trade measures against China. Following the adjustment of the overall tariff on China on May 12, in the past more than one month, 6 categories of Chinese exported goods have been put on the “blacklist” by the US, subject to high anti – dumping and countervailing duties (hereinafter referred to as “AD/CVD duties”). The highest tax rate exceeds 1100%, and relevant Chinese 细分 export sectors are facing severe challenges.

1. Slag Pots: 294.43% Anti-Dumping Duty

On June 11, 2025, the US Department of Commerce issued the “Preliminary Affirmative Determination in the Anti-Dumping Duty Investigation of Slag Pots from the People’s Republic of China”, imposing an anti-dumping duty of 294.43% on slag pots (Slag Pots) produced in China. At the same time, it initiated a countervailing duty (CVD) investigation. The cost of Chinese slag pots exported to the US has risen sharply.

2. Hardwood and Decorative Plywood: 504.07% Anti-Dumping Duty

On June 12, the US Department of Commerce initiated AD and CVD investigations on hardwood and decorative plywood (Hardwood and Decorative Plywood) from China, Indonesia, and Vietnam. Among them, the anti-dumping duty imposed on Chinese-produced plywood is 504.07%, which is much higher than that of Vietnam (138.04 – 152.41%) and Indonesia (84.94%). Chinese-related enterprises are under huge export pressure.

3. Temporary Steel Fencing: Maximum 301.83% Countervailing Duty

On June 17, the US Department of Commerce issued a ruling, imposing an overall countervailing duty of 86.24% on Chinese temporary steel fencing (Temporary Steel Fencing). It also imposed special additional countervailing duties on 7 Chinese enterprises, with the lowest rate being 33.27% and the highest reaching 301.83%. Different enterprises face differentiated high tax burdens.

4. Low-Speed Personal Transportation Vehicles: Maximum 1157.53% Comprehensive Tax Rate

On the same day, the US announced the imposition of AD and CVD duties on Chinese low-speed personal vehicles (Low-Speed Personal Transportation Vehicles). The overall anti-dumping duty rate is 478.09%, and the countervailing duty rate is 41.14%, with the median comprehensive tax rate reaching 519.23%. For some enterprises, it is even worse. The countervailing duty rates of two Chinese enterprises are as high as 679.44%. When combined with the anti-dumping duty, the comprehensive tax rate soars to 1157.53%, almost “blocking” exports.

5. Certain Brake Drums: 106.79% Anti-Dumping Duty

On June 16, the US Department of Commerce made a final affirmative determination in the AD and CVD investigations on certain brake drums (Certain Brake Drums) from China and Türkiye. Chinese-related products are subject to an anti-dumping duty of 106.79%, adding another obstacle to exports to the US market.

6. Softwood and Decorative Plywood: AD Investigation Initiated

In addition to the announcement of AD and CVD duty rates for the above 5 categories of goods, the US Department of Commerce has declared the initiation of an anti-dumping investigation on softwood and decorative plywood produced in China. The relevant investigation has commenced and is now openly collecting information from the public.

 

These successive impositions of high AD/CVD duties by the US on 6 categories of Chinese goods are essentially an attempt to restrict the entry of Chinese goods into the US market through trade remedy measures. They have a huge impact on the exports and industrial chain development of relevant Chinese industries. Chinese enterprises need to strengthen compliance operations and actively use trade remedy rules to defend themselves; industry associations should play a coordinating role to promote the collective response of the industry; at the same time, there is also a need to continuously expand diversified overseas markets and deepen the domestic market to reduce dependence on a single market and respond to trade frictions with resilience.
